normal;">黄某使用私家车长期从事非法客运业务，后黄某购置一辆新能源汽车，利用网络打车平台非法从事客运服务。2023年2月，黄某因未取得《网络预约出租汽车经营许可证》非法从事网约车客运服务被县交通运输局查获，并被该局处以八千元罚款、警告的行政处罚。此后，黄某未停止自己的违法行为，心存侥幸，继续从事非法客运业务。</p></section><section style="text-align: normal;">2023年7月的一天，黄某利用打车软件在城区从事非法营运的行为被交通运输局执法人员获悉。执法人员根据指令驾驶制式执法车前往预判的下客地点进行查处。执法人员发现黄某的车辆后，将执法车停在黄某车辆前侧。黄某看到执法车后，想到自己会因非法营运而被再次处罚，便立即倒车，意图逃跑。2名执法人员随即下车，向黄某车辆走来，1名执法人员行至黄某车辆正驾驶车门处，示意黄某下车接受检查，另1名执法人员行至该车左后侧车门，欲打开车门对车内情况进行检查。为了逃避行政处罚，黄某不顾近在咫尺的执法人员的安危，猛踩油门，加速冲卡，导致1名执法人员被刮倒在地，另1名执法人员被车辆后视镜挂住，拖拽十余米后摔倒在地。车内乘客多次喊叫让黄某停车，但是黄某充耳不闻驾车扬长而去。</p></section><section 16px;letter-spacing: 2px;text-indent: 36px;">被告人黄某的行为不仅侵犯了国家机关对社会的公共管理秩序，而且对执法人员人身安全也造成了巨大威胁。</span>黄某归案后，终于“冷静”了下来，如实供述自己罪行，也主动对执法人员进行赔偿，取得了执法人员谅解，但终究还是要为自己的行为付出相应的代价。</p></section><section
