年中央直达资金（耕地建设与利用、农业产业发展渔业发展支出方向）的通知》（苏财农〔2023〕34号、苏农计〔2023〕17号）、江苏省农业农村厅《关于做好2023年耕地轮作休耕工作的通知》（苏农便〔2023〕180号）文件精神，特制定申报指南，现将项目申报指南公告如下：</span></p><p style="max-inline-size: 100%;cursor: text;color: 0px !important;">以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的二十大精神，完整准确全面贯彻新发展理念，统筹当前与长远、协调生产与生态、兼顾用地与养地，大力推进耕地轮作、油菜扩种、大豆玉米带状复合种植，全方位夯实粮食安全根基、提升粮油生产能力、增进粮油发展质量，为确保谷物基本自给、口粮绝对安全、大豆油料自给率稳步提高提供有力支撑。</span></p><p 16px;outline: none 0px !important;">1.支持我县小麦-花生种植者且有意愿实施轮作试点任务的种粮农户、家庭农场、农民专业合作社、农业企业、村级集体组织等各类生产经营主体，选择重点乡镇集中连片推进。</span></p><p style="max-inline-size: 100%;cursor: text;color: rgb(0, 0, 16px;outline: none 0px !important;">申报主体到所在乡镇（街道）农业农村部门进行申报。试点乡镇（街道）要结合农村承包地确权颁证工作成果，做好试点地块四至信息填报工作，将承担试点任务的乡镇（街道）名、村名、农户名、试点地块面积、四至信息等登记造册（见附表1），在申报主体签字确认后，由经办人和村委会主任签字并加盖行政村公章后报乡镇人民政府审核。 !important;">乡镇人民政府（街道办事处）对各村造册上报的补贴面积和金额进行核实，核实无误后加盖乡镇人民政府（街道办事处）公章，并组织以村为单位张榜公示，公示时间不少于7天。公示应在行政村公示栏和村民小组醒目位置一并进行。公示内容至少应当包括以下几个方面：姓名、补贴面积、轮作方式、补贴标准、补贴金额、县乡财政、农业农村部门举报电话等。公示有异议的要及时查实更正并再次张榜公布。在主要内容审核公示无异议后，将修改完善好的附表1 !important;">镇、村及参加试点的生产经营主体要层层落实责任。试点乡镇与参加试点的生产经营主体签订轮作协议（见附件3），充分尊重和保护实施主体享有的土地承包经营权益，明确相关权利、责任和义务，保障试点工作依法依规、规范有序开展。协议暂定一年一签，协议文本存档备查。</span></p><p style="max-inline-size: 100%;cursor: text;color: 0px !important;">在轮作作物收获前，县农业农村局将通过政府购买服务的方式引进第三方机构对轮作面积和质量进行全程跟踪核查。乡镇（街道）核实汇总后，在村务公开栏公示不少于7天，并留存影像资料。</span></p><p style="max-inline-size: 100%;cursor: text;color: rgb(0, 0, 0);font-family: 微软雅黑,
