red;"></strong></p><p>中共中央政治局召开会议，讨论中央为纪念抗战两周年对时局宣言和致国民党意见书等文件。毛泽东发言指出：防共、限共是国民党的防御口号。我们要强调反对内战危险，指出反共危险便是内战。在这些文件中，都要强调反对内战。周恩来指出：中共对时局宣言应成为动员全国舆论反对日本诱降政策和国民党中投降妥协倾向的有力武器。其纲领应当是：坚持抗战到底，反对投降妥协；坚持统一战线，反对挑动内战；发动全民抗战。强调在宣言中应向国民党指出，要以坚持敌后游击战争来支持长期抗战。陈云指出：反共就是投降的准备，有人对这一点还不了解。要用事实说明国民党投降的危险，以教育群众。刘少奇发言说：文件要达到争取群众、孤立资产阶级妥协派、争取中间分子的目的。七日，中共中央在《新华日报》、《解放》周刊同时发表了《为抗战两周年纪念对时局宣言》。宣言充分阐述了上述会议精神，提出三大政治口号：坚持抗战到底——反对中途妥协！巩固国内团结——反对内部分裂！力求全国进步——反对向后倒退！</p><p><span style="color: #C00000;"><strong>1986年7月3日</strong></span></p><p>邓小平在会见欧洲共同体委员会主席德洛尔时指出：中国同欧洲的关系必须发展。和平看来有希望，而南北问题尚无着落。南北问题也关系到和平，只有发展中国家发达起来，和平才真正有保证。中国的发展是制约战争力量的发展，其他第三世界国家的发展也是同样的性质。</p><p><span </strong></span></p><p>全国组织工作会议召开。习近平出席会议并发表讲话。他指出，中国特色社会主义进入新时代，我们党一定要有新气象新作为，关键是党的建设新的伟大工程要开创新局面。伟大斗争、伟大工程、伟大事业、伟大梦想，其中起决定性作用的是党的建设新的伟大工程。要把新时代坚持和发展中国特色社会主义这场伟大社会革命进行好，我们党必须勇于进行自我革命，把党建设得更加坚强有力。 </p><p>他指出，组织路线对坚持党的领导、加强党的建设、做好党的组织工作具有十分重要的意义。新时代党的组织路线是：全面贯彻新时代中国特色社会主义思想，以组织体系建设为重点，着力培养忠诚干净担当的高素质干部，着力集聚爱国奉献的各方面优秀人才，坚持德才兼备、以德为先、任人唯贤，为坚持和加强党的全面领导、坚持和发展中国特色社会主义提供坚强组织保证。新时代党的组织路线是理论的也是实践的，要在推进党的建设新的伟大工程、落实全面从严治党的实践中切实贯彻落实。 </p><p>他强调，党的力量来自组织。党的全面领导、党的全部工作要靠党的坚强组织体系去实现。党中央是大脑和中枢，党中央必须有定于一尊、一锤定音的权威。党的地方组织的根本任务是确保党中央决策部署贯彻落实，有令即行、有禁即止。党组在党的组织体系中具有特殊地位，要贯彻落实党中央和上级党组织决策部署。每个党员特别是领导干部都要强化党的意识和组织观念，自觉做到思想上认同组织、政治上依靠组织、工作上服从组织、感情上信赖组织。</p></section><section><section 中共中央政治局举行扩大会议。周恩来在会上作长篇报告，总结两年的抗战；分析时局的特点；阐明抗日民族统一战线的性质、特点、危机和党在统一战线中的工作原则；汇报南方党与军队的工作情况。毛泽东就南方局工作问题作了发言，并阐发了新形势下中国共产党人对三民主义的态度问题。会议认为，周恩来领导的南方局的工作是有成绩的：巩固了统一战线；发展了党的组织；推进了抗战动员；开展了青年与妇女工作；开展了工农运动；配合了敌后抗日根据地的建立。</p><p><span
