“全省小康看宿迁，宿迁小康看泗洪”。在全省经济高质量发展版图上，过去很长一段时间里，泗洪都是一片“洼地”。不仅工业总量少、规模小，传统农业发展也相对落后，农作物产量不高、效益过低，很大程度上降低了农民的积极性。作为具有良好资源禀赋的农业大县，泗洪坚持以促进农民增收为核心，以乡村振兴突破为引领，确立了“生态、高效、特色、现代”的农业发展定位，不断加大农业结构调整力度，扎实推进农业产业提质增效，在较短时间内取得了显著成效，走出了一条后发快进、“洼地”崛起的特色农业转型发展新路径。</span></p></section></section><section #595959;">在推进全县特色农业发展过程中，泗洪始终坚持科学合理规划，“因材施教”，确立了“3135”农业结构调整目标，即计划到2020年底全县发展稻虾共作30万亩、碧根果10万亩、蚕桑3万亩、软籽石榴5万亩。截至目前，泗洪农业结构调整面积达80.8万亩，占全县耕地总面积约41％，建成成方连片千亩以上“百园工程”项目185个，形成了“优质稻米、高效水产、绿色蔬果、生态畜禽”四大农业主导产业。<strong>一是优质稻米。</strong>常年种植水稻90万亩，年产优质稻谷52.3万吨，拥有“上塘贡米”“蟹园大米”等省、市级名牌农产品牌20个。“泗洪大米”荣获第十五届中国国际农产品交易会大米类金奖、获得“江苏好大米十大品牌”第一名、江苏省唯一国家地理标志产品金奖。<strong>二是高效水产。</strong>全县水产养殖面积为24.2万亩，年总产量达10.5万吨、总产值达55.6亿元。河蟹出口量连续十四年位居江苏县级第一，被评为国家级大闸蟹出口质量安全示范区、中国有机蟹养殖示范县；稻田立体综合种养面积达28.6万亩，先后获得国家级稻渔综合种养示范区、中国小龙虾种源保护第一县等称号。<strong>三是绿色果蔬。</strong>全县绿色果蔬复茬播种面积为44万亩，总产量达97万吨，产值达25.8亿元；林果面积为15万亩，主要包括碧根果、软籽石榴、黄桃等。碧根果种植面积达10万亩，拥有万亩以上基地4个。<strong>四是生态畜禽。</strong>生猪常年出栏110万头，奶牛年存栏2.2万头，禽类年存栏2000万羽。广东温氏、天津宝迪、蒙牛、四川德康等国内行业领先企业先后入驻，带动全县畜禽养殖规模化、智能化发展；大力发展生态循环农业，逐步形成种养结合、农牧循环的绿色畜牧发展新局面。</span></p></section></section></section><section <strong>三要走好特色化路径。</strong>应当坚持因地制宜、立足实际，走差别竞争、特色取胜之路。要注重规划先行、分类施策、典型引路，引导乡镇立足资源禀赋和发展基础，找准发展定位，塑造特色优势，坚持宜工则工、宜农则农、宜游则游、宜商则商，错位发展，每个乡镇在全面推进的基础上，可先期选取一到两个村居作为典型示范，实现以点带面、点面结合，重点立足特色优势产业，着力构建“一乡一特、一村一品”的发展格局。</span></p><p><span
