!important;">精准摸底，摸清每家每户的详细情况，贫困现状，并为致贫原因进行详细分类，为后续脱贫工作开展奠定了夯实的基础。找到了“病症”，就开始对症下药，科学规划。精准施策，后方单位工作组和村两委班子共同制定贫困户“十三五”期间脱贫工作规划和每年的脱贫计划、脱贫人员名单，明确帮扶责任人工作责任，制定切实可行、符合贫困户家庭实际脱贫方案，确保贫困户都有帮扶责任人，不脱贫不脱钩，精准确定扶贫攻坚的“路线图”，按照规划每年稳步推动。与此同时，扶贫工作队也在积极寻找帮助陈大庄村争取扶贫资金。2018年，在省市县各级领导的大力帮扶下，该村积极申报扶贫项目，争取扶贫帮扶<span 抓产业结构调整，蚕桑引跑致富路。近年来，界集镇大力推进产业结构调整，蚕桑种植也让部分人尝到了致富的甜头。但是因为前期投入较大，很多低收入户望而却步。为鼓励更多人创业，陈大庄村探索先由村集体垫资为低收入农户购买桑苗，同时帮助低收入户申请扶贫小额贷款，农户获得收益后再收回垫资。在村干部吴旭带领下，如今已有10户低收入农户发展蚕桑养殖，面积200亩，高峰用工达到100人。</span></p><p 抓公共空间治理，盘活资产富口袋。开展公共空间治理，是盘活农村集体资产，增加村集体经济收入、增强村集体自治功能的有效途径；是还公共资源“公”姓，化解社会矛盾、夯实基层基础的有力举措；是唤醒村民主体意识，打造美丽乡村、提升乡风文明的重要抓手。然而，这样一项能够有效拉动村级集体增收的工作，在开展之初却遇到了一些“阻力”。不少村里闲置地块被居住在附近的村民“公地私用”，变成了自家的小菜地、小花园。不规范、超长期限的土地合同也给收回土地的工作增加了困难。村干部上门做了好些工作，仍旧不能收回原本姓“公”的土地。但是“硬核”书记陈宇却是迎难而上，他大喇叭广播讲政策，群众家门口搬个板凳拉家常，小组会上大家一起“评评理”。几番下来，公共空间治理工作越发有了起色，被侵占多年的土地陆续收了回来。经过治理，陈大庄村公共空间治理出的公共土地共成交34笔，成交总额达56.3万，村集体增收10.8万元。同时利用公共空间治理得到的村集体收入，对村庄周边环境、道路、水体进行改善打造，提高人居环境，提高百姓幸福感、获得感，助力乡村振兴。</span></p></section></section></section></section><section !important;">抓就业创业，授之以渔富脑袋。陈大庄村紧邻工业园区，通过“四全工程”培训，一些低收入农户掌握了就业技能，就近在家门口的园区工作，既能养家还能照顾家里老人孩子。同时，村两委鼓励低收入农户创办小作坊、小农场、小物流等小型创业项目，协调农商银行办理小额贷款，2019年陈大庄村共计发放小额贷款30笔，发放金额达62万元。大豆合作社，就是他们村的“一村一品”特色创业项目。合作社将农户们种植的黑豆、青豆统一收购，通过加工包装在陈大庄杂豆网上销售，销量可观，村集体增收同时，带动低收入户增收。</span></p><p
