!important;">如今，漫步于泗洪经济开发区的产业园中，一大片整齐划一的现代化标准厂房坐落于园区干道两旁。主营汽车模具生产的江苏启德新材料科技有限公司就位于这片工业园区中，2019年4月入驻，预计今年年底投产。“两年前，泗洪县没有汽车模具生产企业，这是汽车零部件产业聚集发展的障碍。”杜陆军说，“得知山东烟台的该公司有扩产意向后，我们当晚便与企业负责人刘广奇取得联系。”</p><p !important;">但投资不能只凭一腔热情。在得知企业投资额度巨大，存在资金缺口后，开发区负责人立刻联系银行了解项目建设贷款业务，紧急召开金融洽谈会议，并带好解决方案再赴烟台洽谈。“开发区真是急我们所急！”刘广奇说，之后的合作洽谈非常顺利，选择泗洪让我们很安心。</p><p style="-webkit-tap-highlight-color: rgba(0, 0, 0, !important;">领导班子成员作为“领头羊”，与其所负责对接的客商进行拜访跟进、专业谈判等工作。开发区同时成立驻点招商局，围绕“长三角”“珠三角”“京津冀”等产业转移重点区域，每个专业招商局选择1个重点城市扎根驻点，并辐射周边区域。招商四局局长赵虎献已经负责深圳驻点招商2年，他说：“我们每个月驻点招商不低于25天时间，平时还会以北上广深及苏南等发达地区专业招商人员为标杆，进行业务培训。”</p><p !important;">外地企业入驻新开发区，人生地不熟，办理手续、了解当地政策等都成为企业安家落户的“拦路虎”。“企业投产时间紧迫，开发区派来对应的帮办人员成立帮办微信群，一次性告知我们手续办理所需材料，还参与办理项目注册、立项、环评、施工许可证等环节，以最快的速度帮助我们落户生产。”提到开发区的帮办人员，该公司常务副总经理张斌很有发言权。</p><p
