赵世勇充分肯定了前一阶段全省禁捕退捕工作取得的成效，并指出，宿迁市及泗洪县坚持把禁捕退捕工作作为一项重大政治任务，主动担当、狠抓落实，任务重、觉悟高、决心大、措施实、效果好。他强调，禁捕退捕是今年“三农”工作的硬任务，“退得出”已经基本做到了，但能否“稳得住、禁得住、管得好”，还有大量艰巨、复杂的工作要做。各地、各部门要进一步提高思想认识，压紧压实责任，对照当前阶段性重点任务，有针对性地攻坚突破，确保全面完成今年目标任务，交上优秀的成绩单。要聚力“管、拆、用”，科学有序推进船网处置；强化就业帮扶和社保安置，落细落实渔民生计保障；及时兑现各类政策资金，保障禁捕退捕工作有序推进；全面提升禁捕执法效能，保持执法力度不减，加大“三无”船舶专项整治力度，加强专群结合、人防与技防结合的监管力量建设；积极探索发展增殖渔业，推动“生计渔业”向“生态渔业”转变、“打鱼”向“打工”转变。</span></p><p
