2016年初，江苏省司法厅作为江苏省委驻泗洪县帮扶工作队成员单位，对口扶贫曹庙乡，每年下派一名扶贫队员到曹庙乡进行逐村帮扶，今年帮扶朱家岗村。恰巧，泗洪县司法局的扶贫挂钩点是邻近的陈大庄村，由司法局副局长姜扩军担任该村发展书记。他说：“相同的工作职能、相同的扶贫使命，让省厅和我们局成了同乡‘扶友’，我们有了相同的思考：司法行政机关如何用法治思维和法治方式帮助低收入人口实现精准脱贫？我们一拍即合，朱家岗村作为法律扶贫试点村，真是占据了天时、地利、人和。”</span></p><p><span 0);">低收入人口的法律需求有哪些？省厅调查组和县局工作组围绕追讨薪资、工伤事故、赡养扶养、伤害赔偿等9个方面的致贫主因和法律需求，在朱家岗村逐户上门走访，建立法律扶贫档案。泗洪县司法局副局长杜云飞告诉记者“低收入户涉法问题的钱款并不多，但是对于他们非常重要，而且难解决，一个小变故处理不好，就可能令他们的生活雪上加霜，或者让刚刚脱贫的家庭走上返贫之路”。</span></p><p><span style="color: rgb(0, 0, 0);"> 泗洪县在试点村基础上，对全县的低收入人口进行走访，围绕摸排出的法律需求，为5623户低收入家庭建立了法律扶贫档案，成立调解、法律援助两个工作组，实施“一户一案一档”，逐一调查取证、核实案情。曹庙乡的孙迺中多年前曾在县城打工，老板拖欠1950元工资，多次讨要无果，因为没有工资条做证据，打算认栽了，工作组成员找到这个老板谈话，固定了证据，说清了欠薪的法律后果，老板当场写下欠条，一个月后付清了孙迺中的工资款。</span></p><p><span style="color: rgb(0, 0, 0);"> 现有法律服务资源能否保障需求？泗洪县现有9家律师事务所、50多名律师、80多名基层法律服务工作者，公证员仅3人。全县23个乡镇的司法所，一般由2人维持运转，服务力量捉襟见肘。</span></p><p><span style="color: rgb(0, 0, 0);"> 法律扶贫的空间有多大？低收入人口大多分布在农村，普遍存在文化水平低、法治意识和维权意识薄弱的情况。泗洪县司法局一位工作人员告诉记者，今年3月，他在双沟镇走访了刘符套村、西岗村11户低收入家庭，发现一个共性问题：即使家里“遇事”，也没人寻求法律帮助，或不知如何寻求法律帮助。56岁的李安平被摩托车撞伤了，几个月不能劳动，还“贴”了4000多元的医药费，却自认“倒霉”。</span></p><p><span 0);">将帮助维权作为法律扶贫首要内容，根据排查出的法律需求，为低收入户建立了15个方面的合法权益清单，按照“一户一案一策”和“先调解、后援助”的原则制定帮扶方案，专人专案办理。朱辉解决了只有一张欠条和欠款人电话的讨薪问题、89岁的周元之获得了“迟到”的赡养费、丧失劳动能力的周久林拿到8500元土地年租金……朱家岗村一批贫困家庭的“老大难”问题在三个月内就得到了解决，涉及金额3.8万元。</span></p><p> <strong><span style="color: #0070C0;"> 法律援助全覆盖。</span></strong><span style="color: rgb(0, 0, 0);">将所有低收入人口纳入法律援助范围，做到“有求必应，应援尽援”。成立了由11名律师组成的农民工法律援助团，办理因工伤致残的案件68起。“是法律援助，让我今后的生活有了着落。”48岁的张现都原在一家建材厂当操作工，2011年因工伤致残，多年索赔无果，家庭因残致贫。近日，在当地司法部门的帮助下，张现都终于拿到了41万元的赔偿款。</span></p><p> <strong><span style="color: #0070c0;">配备法律顾问。</span></strong><span style="color: rgb(0, 0, 0);">给全县326个村（居）配备了法律顾问，为低收入户提供免费“家庭法律顾问”服务。建立了“法润民生”和“法律扶贫”微信群，全天候回应群众各类需求。梅花镇农民赵立艳等6人在镇上一家农资经营店购买山芋种子，发现发芽率特别低，找店主讨要说法，却遭拒绝，只好报警。他们的法律顾问王律师一面从派出所调取卷宗，一面向农委了解山芋种育苗知识，帮助农民到法院起诉，6户农民分别拿到了805元到7500元不等的购种款。</span></p><p> <strong><span style="color: #0070c0;">排查化解矛盾纠纷。</span></strong><span style="color: rgb(0, 0, 0);">给每个村配备了1-2名人民调解员，为农民解忧止争，让群众安居乐业。县社会矛盾调解中心主任高大超得知陈大庄村的张某和李某两家因宅基地闹了14年，越闹越穷，在释法说理后组织双方进行调解，使得两家握手言和，各自集中精力挣钱，今年，两家都脱了贫。</span></p><p> <strong><span style="color: #0070c0;">为扶贫项目法律“体检”。</span></strong><span style="color: rgb(0, 0, 0);">组织律师建立法律顾问扶贫专家库，对全县35个省定经济薄弱村的扶贫开发项目进行“法律体检”，筛查出法律风险159项，提出法律建议239条，推动了产业扶贫项目效益、贫困群众获益、项目运营保障“三提升”。博事达律师事务所用时3个月，对朱家岗村的养牛场、蔬菜大棚、脱水蔬菜加工等4个项目的申报、运营、收益分配等环节一一筛查，筛查出9个方面的法律问题和风险，并逐条提出法律意见。据了解，曹庙乡政府和朱家岗村现已对“带病”项目进行整改。</span></p><p><span
